After the 2011 earthquakes, the Christchurch City Council asked residents to share an idea on what should happen to the central city. They summarised the 106,000 responses and sent them to the Government.  After several months the Government said that they would adopt one idea which would not cost much.  However, those who supported the arts said that they had lobbied and got agreement to an arts precinct being built.  The hospitality industry lobbied and got a convention centre to boost their profits and the Rugby Union got a stadium for a rare big test match. Ratepayers did not want these so called anchor projects and could not afford to build or maintain them but the Government forced the Council to accept them.
