An elite private school, Wanganui Collegiate, started receiving taxpayer money in 2013.  It educates the sons of farmers and business owners and old boys would have lobbied National Party Ministers or some could have been Ministers.  

Since 1990 many overseas residents pretend to immigrate to New Zealand so they can get a free English education for their children. About half the students studying medicine and dentistry were born overseas and state that they will go overseas when they graduate.  Their parents usually live overseas and never pay any income tax but some mothers may come here and go on a Benefit for a while. By 2020 New Zealand was dependent on many poorly trained overseas doctors and there was a G P shortage.
